GHTP is helping USAID improve global health outcomes in communities around the world by building a new generation of global health technical professionals who reflect the diversity of the American people.Credence Management Solutions, LLC (Credence) is seeking Data Engineer within USAIDs Bureau for Global Health, Office of Office of Policy, Programs, and Planning (P3) under GHTP.USAIDs Office of Policy, Programs, and Planning (P3) within the Bureau for Global Health (GH) has the primary responsibility for GHs strategic planning, budgeting, programming, and procurement functions. P3 provides leadership, advice, and support for cross-Bureau and cross-sector strategic direction, resource allocation, and procurement planning.Within P3 is the Global Health Data Analytics Hub (the Hub). Formally established in 2016, the Hub works to organize, manage, and analyze data on global, country and regional trends related to health and on USAID programmatic impact; produce cutting-edge data visualizations, and strengthen USAIDs in-house capacity for self-service data analytics. The Hub is a team of data analysts and change management agents facilitating better use of technology to democratize data access and scale-up self-service analytics within USAID and its implementing partners. To facilitate a data-driven culture across all GH operating units and USAID field missions, the Hub has organized its activities in four areas: visual analytics; research and innovation using existing data sources; data management; and data literacy.The Hub staff serve as translators, connecting USAID technical staff and ideas to data and proven methods for data analysis and visualizations. Some of the services the Hub offers include:+ Production of sophisticated data analyses, data visualizations and maps to enhance information, communications, and demonstration of USAIDs technical expertise and programming impact through data-driven evidence;+ Development and consistent use of data research protocols, reporting practices, organizational templates, enablement and adoption of analytics programs; and+ Advanced technical and executive data literacy programs for USAID and implementing partner staff.The Hub seeks to hire a versatile Data Engineer to help optimize access to global health and international development data and assist GH data scientists, technical staff, and management with data analysis, communication of results, data policy and governance, and capacity building of USAID staff and implementing partners.Job RequirementsThe Data Engineer will serve as a key resource person on handling data transformation and maintaining data workflows for the Global Health Data Analytics Hub. The incumbent will prepare and maintain data workflows and data assets; facilitate data audits and address data quality issues for the Global Health offices and the Field Missions. This role requires a significant set of technical skills, including a deep knowledge of database design and analytic tools like Tableau Prep, Alteryx, R, Python, and Excel.The Data Engineer will be a vital member of the GH Data Analytics Hub team, responsible for managing, optimizing, overseeing and monitoring data retrieval, preparation, transformation and distribution throughout the organization. They will perform data engineering activities on some of the most cutting-edge projects in international development and global health, including building out ETL pipelines, data ingestion, and developing data models. They will collaborate with implementing partners and USAIDs Office of the Chief Information Officer to support the assessment, designing, building, and maintaining of scalable data platforms that use the latest and best data analytics tools. They will perform analytical exploration and examination of data from multiple sources and work with teams of foreign assistance program analysts, global health experts, data scientists, and decision makers in a fast-paced environment.The Data Engineer is expected to work with a variety of data sources including annual and quarterly-reported program and quality of service data, Demographic and Health Surveys (DHS) data, budget, expenditure, and global health epidemiologic data sourced from international development organizations or host country governments. In addition, they will support efforts to build capacity for data analytics within GH offices and USAID Operating Units.They will work closely with and receive technical guidance from the Division Chief, Strategy, Analysis, Evaluation and Outreach (GH/P3/SAEO) or his designee, who will serve as their USAID point of contact. In their role as a member of the GH Data Analytics Hub, the Data Engineer may be required to:+ Build high-performance data workflows and algorithms using Tableau Prep, Alteryx, Python or R.+ Research opportunities for data acquisition and new uses for existing data.+ Develop data set processes for data modeling, mining and production.+ Integrate new data management technologies and software engineering tools into existing structures and work processes.+ Recommend ways to improve data reliability, efficiency, and quality.+ Manipulating data from a number of sources, both from USAID and third parties, using advanced data management and transformation techniques.+ Processing, cleaning, and verifying data integrity before analysis and prepare data for predictive and prescriptive modeling.+ Collaborate with GH data scientists, data visualization experts, and IT team members on data analytics projects.+ Organize or support efforts to build USAIDs in-house capacity to improve global health data management, analytics and visualization.+ Participate in USAID and industry data science working groups and communities of practice and work collaboratively with USAIDs global health subject matter experts, engaging stakeholders in the development and prioritization of data analyses.+ Participate in professional continuing education, skills training, and professional meetings to enhance relevant technical skills and career development.+ Complete and execute and Individual Learning and Training Plan and Annual Work Plan.+ Minimum of Masters degree and 3 years of experience or Bachelors degree and 5 years of experience in computer science, software/computer engineering, applied mathematics, statistics or equivalent.+ At least 3 years of professional experience with two or more technical disciplines such as (data science, research, ETL, UX/UE support and design, database management, etc.); job duties/responsibilities generally related to PD requirements.+ Knowledge and experience of the following is required: data manipulation, databases, data structures, data management, best data engineering practices+ Strong applied statistics skills preferred.+ Extensive experience with common data science toolkits (R, Python, Tableau Prep, Alteryx).+ Strong attention to detail and accuracy.+ Intellectual curiosity to find new and unusual ways of how to solve data management issues.+ Strong written and communication skills.+ Ability to travel internationally up to 15% of time.+ US citizenship with the ability to obtain and maintain secret security clearance required.Job ID: 2020-4005External Company URL: om/
