SummaryDiabetes Free SC (DFSC) is a new program implemented by BlueCross BlueShield of South Carolina (BCBSSC). It is charged with confronting diabetes to benefit the whole population of South Carolina, with a special emphasis on the underserved and minority communities.DFSC guiding principles include (i) aligning and developing existing efforts against diabetes, and (ii) achieving statewide scale. Recognizing that early intervention is essential for meaningful impact, DFSC has three strategic directions:1. To improve pregnancy outcomes in women who have diabetes2. To reduce lifelong risk of diabetes in children3. To prevent diabetes and its complications in adultsThrough the BCBSSC Foundation, DFSC has recently provided funding ($11.6M over 3-5 years) to five programs: two new multidisciplinary programs to improve prenatal care for women with diabetes, two existing school-based initiatives for children, and for adults, an existing program to improve access to healthy food. For the existing programs, funding will enable expansion towards statewide reach.Rigorous collection of data is essential to accurate assessment of the efficacy of these funded programs, and for improved measurement of the prevalence of diabetes and its complications statewide.DescriptionThe DFSC Data Scientist will operate under the ‘guiding principles’ defined above. ‘Alignment of existing programs’ and ‘achieving statewide scale’ will require the ability to work closely with relevant leaders in other agencies such as university departments of Public Health, government agencies such as DHEC, the Primary Care Association etc.. For programs that are funded by DFSC, accurate and rigorous data collection and analysis is essential, and will require the establishment of coherent datasets housed in secure cloud-based data repositories. The position will involve significant interaction with, and support from, BCBSSC data managers, who bring strong in-house expertise and resources. The position has significant potential for professional and academic development.The Person:The successful applicant will:* Have a PhD in related field* Have at least five years’ relevant experience in fields such as Biostatistics, Epidemiology, Population Science, Public Health etc.* Excellent communication skills, diplomacy, and ability to build collaborative relationships with colleagues at all levelsDesirable qualifications include:* Experience related to diabetes, its complications, and/or matters related to one or more of the three strategic directions (pregnancy, children, chronic disease etc.)* Relevant publication record* Work Environment: Typical office environment with some travel requiredJob Description Specifics* 30% Support decision making during the window-of-time available for that decision making by collaboratively building, maintaining and improving multiple analytic/decision systems. Design experiments, test hypotheses and build analytical models to explore, explain and predict health-related outcomes. Model and frame healthcare scenarios that are meaningful and which impact strategic direction and campaign in the health care business.* 20% Work closely with clients, data stewards, project/program managers and Information Systems teams to turn health care data into critical information and knowledge that can be used to make sound organizational decisions. Collaborate with subject matter experts to select the relevant sources of information. Educate the organization both from technical and the business perspectives on new approaches, such as testing hypotheses and statistical validation of results. Help the organization understand the principles and the computational analysis behind the process to ensure organizational support. Work with the data stewards to ensure that the data and process used is in compliance with existing governance, regulatory, architecture and security policies.* 20% Apply statistical (descriptive, analytical, inferential) analysis, data mining techniques to generate real-world evidence and prediction systems that may be a stand-alone project or be assimilated into production systems. Provide evidence that is congruent and reliable. Validate findings using hypothesis based experimental design and an iterative approach. Work iteratively to validate finding using scenario modeling/sensitivity analysis and experimental design approaches to validate finding and/or test hypotheses. Conduct data analysis that range from simple descriptive statistics to highly complex algorithm.* 15% Develop innovative and effective approaches to solve analytics problems and communicates results and methodologies with transparency. Identify, create and apply the appropriate algorithm to discover patterns. Come up with solutions to loosely defined business problems by leveraging pattern detection over potentially large and disparate datasets.* 15% Present findings to the business by proving their assumptions and validation work in a way that can be easily understood by stakeholders. Recommend ongoing improvements to methods and algorithms that lead to findings, including new information.Required Education:* PhD in Biostatistics, Epidemiology, Health Economics, Computer Science or related fieldRequired Work Experience:* Five years of relevant quantitative and qualitative research and analytics experience in Biostatistics, Epidemiology, Population Science, Public Health etc.* PhD training will be counted as three years’ experience (may be concurrent)Preferred Work Experience:* Experience related to diabetes, its complications, and/or matters related to one or more of the three strategic directions (pregnancy, children, chronic disease etc.)* Relevant publication recordRequired Skills and Abilities:* Experience with supervised (statistical) and unsupervised (machine learning) modeling* Advanced SQL skills (e.g. proficiency in windowing function) and be able to experience querying large, complex data sets including multiple joins* Experience with data management in relational and non-relational (NoSQL) data sources* Experience working on Natural Language Processing (NLP) in health care* Strong programming skills relevant to data-science and big data frameworks such as R, Python, SAS (preferred R) and data visualization tools such as Qlik or Tableau* Expert knowledge of statistical techniques including statistical analysis, quantitative analytics, forecasting/predictive analytics, multivariate testing within the healthcare industry* Solid foundation in analytics, with proven history of data-oriented project completion* Strong analytical and problem-solving skills* Strong written, verbal and presentation, communication, negotiation and interpersonal skills including the ability to communicate technical approaches to all levels of staff, management and leadership* Proven ability leading multidisciplinary teams to achieve successful product integrations within a matrix management environment* Ability to promote a workplace culture of innovation, high performance, accountability, commitment, respect and collaboration* Ability to prioritize, manage time, multi-task and work with minimal supervision.
