Job Overview

Position Objective: The analyst will work closely with the Evaluation Specialist and Curriculum and Evaluation Coordinator, and serve as an agency-wide resource on data analysis matters. The evaluation data analyst will collaborate with the Curriculum and Evaluation Team to coordinate agency’s schools/center training evaluations. Will provide support for the agency’s schools’ and centers’ implementation of agency’s Policies and Standards for Curriculum Development and Training Evaluation.Duties and Responsibilities:* Analyze agency-wide training evaluation data in support of agency-wide strategic goals.* Advise schools/center in collecting and analyzing training evaluation data.* Provide expert advice and support the development of agency-wide policies and processes regarding data analysis.* Engage with schools/centers in the implementation of policies and processes.* Design and test qualitative and quantitative data collection instruments (e.g., survey, focus group, and structured interview protocols) to ensure quality data are efficiently collected.* Collect data using a variety of methods and from a variety sources.* Implement processes to ensure data integrity in preparation for data analysis.* Select and use appropriate methods for quantitative, qualitative and mixed methods data analysis.* Perform descriptive and inferential statistical analyses to produce actionable findings.* Present data using multiple formats (e.g., chart, graph, table, and graphics) to communicate findings to various audiences.Basic Qualifications:* Minimum of 6 years training evaluation experience or 3 years plus MS/MA (or higher) in relevant field, with proven ability to design and execute evaluation studies at the course, curriculum, division, school, and institutional level.* MS/MA (or higher) in relevant field.* Active Secret clearance.Minimum Qualifications:* Proven expertise implementing reliable and innovative methods to measure training effectiveness at all levels on the Kirkpatrick scale, as described in OPM’s Training Evaluation Field Guide and other docu-mentation relevant to the measurement of training effectiveness in a corporate training environment for adult learners.* Demonstrated experience successfully applying technical expertise to advise, support and assist staff in FSI schools and centers in the design, development, and implementation of training evaluation, including the use of tools, techniques, processes and systems for training and program evaluation.* Demonstrated experience in the creation of tools, templates, evaluation instruments and use of reference materials that enable course managers and division directors to implement evaluation using quantitative, qualitative, and mixed methods approaches, in order to answer relevant evaluation questions at the course, curriculum or division level.* Demonstrated experience designing and using appropriate evaluation instruments and methods for data collection, using quantitative, qualitative and mixed measures approaches; designing and implementing surveys, focus group and structured interview protocols and other methods to collect data needed to produce actionable findings* Demonstrated experience using appropriate methods for data analysis of quantitative, qualitative and mixed measures approaches, using descriptive and inferential statistical measures to analyze data and produce accurate findings.* Significant, proven experience as a member of a team and a team leader; proven ability to explain complex content to non-technical staff; positive interpersonal skills and a customer-service orientation, particularly with clients from a wide variety of cultures.* Experience in program evaluation is highly desirable.* Expert at use of various analytics tools (e.g., Tableau, Excel, SPSS, NVivo, Atlas.ti) for qualitative and quantitative data analysis.* Experience with online surveys tools ( e.g..
