Overview Open & closing dates Opening and closing dates08/25/2020 to 09/01/2020 Service Competitive Pay scale & grade NH 4 Salary $121,316 to $170,800 per year Appointment type Permanent Work schedule Full-Time Duties SummaryYou will serve as an Operations Research Analyst (Data Scientist) in the Data Visualization & Modeling Division, Business Analytics & Data Intelligence Department, Naval Air Systems Command (NAVAIR).ResponsibilitiesYou will identify and develop required data frameworks, machine learning models, and enabling tools necessary to support the optimization of data and business operation decisions.You will classify, integrate, interpret, and analyze data in the development of data repositories, analytical reports, visualizations, models, and systems aligned to NAVY, NAE, NAVAIR and Customer priorities.You will apply a data-driven, project approach to analyze customer requirements, examine business challenges, and formulate solutions.You will anticipate issues of potential sensitivity that arise during project management, and develop appropriate strategies for issue resolution and mitigation.You will prepare supporting documentation, training packages, and communication strategies to ensure appropriate and effective utilization by the user community.You will provide expert-level consultation in areas of data analysis and strategic and tactical management.You will prepare and provide written and oral communication to explain the basis for decisions and recommendations.You will establish and maintain effective work relationships with individuals and groups who are interested in and are affected by the work for which the you are responsible.Travel RequiredNot required Supervisory status No Promotion Potential 4 Requirements Conditions of EmploymentMust be a US Citizen.Must be determined suitable for federal employment.Must participate in the direct deposit pay program.New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (GS 12-13 grade levels) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying data science principles and methods to evaluate, classify, and forecast data through mathematical/statistical tools and machine learning algorithms and techniques; 2) Using various information technology software applications to compile, organize, and synthesize data into actionable information; 3) Applying a wide variety of analytical methods in order to assess, improve, and control business operations and strategy; 4) Using machine learning tools (R, Python, MATLAB, SAS, SPSS, etc.) to manipulate data and draw insights from large data sets.Additional qualification information can be found from the following Office of Personnel Management website:Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). At least 3 of the 24 semester hours must have been in calculus.Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (https://www.ed.gov/).
