Position Description**About the Justice Administration Departmen**t:The Justice Administration Department (JAD) was created by the Commissioners Court to act as a resource for all County Criminal and Juvenile Justice Agencies. The Department coordinates amongst stakeholders and provides the members of Commissioners Court and County Criminal and Youth Justice Leaders policy research, data analysis, and solutions meant to increase public safety, fairness, equity, efficiency, and accountability throughout the Harris County justice system.The goals of the Justice Administration Department are to:* Increase public safety* Address racial and ethnic equity and inclusion* Engage in meaningful community engagement* Reduce reliance on incarceration for both adults and youth* Reduce barriers to successful community re-integration* Increase coordination and collaboration across all county justice departments and stakeholders* Facilitate coordination and collaboration with non-profit community partners serving survivors of crime* Assist in the implementation of evidence-based practices* Promote fairness and procedural justice, and enhance public trust and confidence**JAD’s Scope and Duties:*** Assess the state of the Harris County justice system via the collection and analysis of data that identify micro and macro-level trends disaggregated by race and ethnicity and evaluate comparative evidence-based practices* Assess Harris County’s highest-impact opportunities to implement new practices and help stakeholders improve existing practices* Recommends policies to Commissioners Court and stakeholders that are predicated on evidence-based practices generated through JAD’s data analysis and research, stakeholder feedback, best practices from experts and other jurisdictions, and to achieve our goals* Measures the success of the policies and recommends modifications during and after the implementation process* Facilitates high-quality implementation which requires a high degree of familiarity with implementing agencies* Supports testing and evaluation to quickly identify areas for improvement and respond and to generate evidence about the impact of bail reform* Enables effective communication to stakeholders about the impact of justice policies on communities* Assists the coordination with other Harris County justice agencies to identify existing areas of opportunity related to programs, data infrastructure, and map work processes* Conducts research nationally to compile an ongoing list of programs that have proven success comparative to our goals* Staff the Criminal Justice Coordinating Council (CJCC) and its committees, including facilitating CJCC meetings, managing the MacArthur Safety & Justice Challenge grant* Supports existing technical, research, and policy staff in Harris County justice agencies* Serves as a resource to help facilitate projects that cross multiple departments and other governmental agencies.**What you will do at Harris County:**The Senior Data Analyst position will manage inter-agency data integration and reporting. The position will identify, analyze, and report trends across data sets and conduct research and data collection to support the goals of the Justice Administration Department.**Key responsibilities of the Senior Data Analyst position include, but are not limited to, the following:*** Designs and develops enterprise and departmental business intelligence, data warehousing, and reporting solutions* Develops and implements reporting and analytic requirements while working with business users and stakeholders* Develops and implements the Extract Transform Load (ETL) process, reports, and queries in support of business analytics* Develops and maintains a data dictionary, build KPI’s, and validated measures* Meets data requests from policy analysts and address gaps in existing data quality* Develops data collection strategies and reporting processes to ensure systematic, efficient, and reliable collection of data* Accesses, integrates, and cleans data from internal and external sources to assess existing programs to determine the impact and activity outcomes* Assists in developing metrics to measure the JAD’s success in reaching its goals* Researches and learns from examples elsewhere of effective, evidence-based policies programs research and measurement practices* Supports the JAD business process with technological solutions and information management.* Maintains knowledge about other information systems that facilitate JAD processes* Protects the integrity, and, where applicable, the confidentiality of the data* Collaborates and coordinates with the County Universal Services or other Justice Departments to sustain positive relationships with the individuals directly responsible for data collection* Communicates business processes, technological solutions, and research findings to the Director, other Justice Departments, Commissioners Court, and the public through publications, presentations, and reports* Performs other duties as assigned**Harris County is an Equal Opportunity Employer** you need special services or accommodations, please call (713) 274-5445 or email [email protected]**What you will bring:*** Bachelors degree in a quantitative field such as Computer Science Engineering, Statistics, Mathematics or Management Information Systems; _**and**_* Five (5) years of experience working in an analytical position involving ETL and Business Intelligence (BI) application development, to include Data Warehouse Design* Demonstrated commitment to equity, and racial and social justice* Demonstrated ability to communicate effectively in both oral and written formats* Demonstrated time and project management skills, including the ability to meet multiple deadlines by maintaining a high level of organization**Knowledge, Skills, and Abilities:*** In depth knowledge of Enterprise data systems, Structured Query Language (SQL), writing and managing stored procedures in SQL Server Management Studio (SSMS)* Experience in managing and administration of SQL databases.* Experience in enterprise ETL tools, such as SQL Server Integration Services (SSIS) or Informatica PowerCenter.* Experience with Cloud based technology such as Snowflake* Experience in developing Key Performance Indicator (KPI) dashboards and applications using PowerBI or Tableau* Ability to maintain the highest standards of ethical behavior, exercising honesty and integrity, respect, confidentiality, and fairness in the execution of their responsibilities* Ability to work professionally and collegially within a creative, fast-paced culture that emphasizes excellence and teamwork* Ability to think strategically, critically, and creatively* Ability to juggle multiple priorities; adjust to changing circumstances* Ability to organize time efficiently; remain attentive to details* Ability to identify resources for projects**NOTE:** To qualify for this position, required education, experience, knowledge, and skills must be clearly stated on your application’s employment history.
